I just downloaded the binary, it can execute, but the error is the same.
I have the newest cygwin version. Perhaps they changed again anything.

I have to get the configtool running as my makefile compiles a ecos version 
where there is a no serial driver (only haldiag, and this can't read just 
write). I would like to configure eCos by my own.
