Things I've discovered:
1 -- Functional Acknowlegdements are not required -- it's a Global
directory, much like their store listing, which it replaces
2 -- The changes are not cummulative, they are supposed to be replaced on a
daily basis. I haven't encountered any in the last week that I have been
working on this.
3 -- They include the old store number and old duns+ as reference segments.
The new GLN is in the appropriate N1*04 element.
