Some off the shelf products like Microsoft, their price includes minimal or
no support and you have to buy a support agreement for ongoing support, but
you are still licensed to use the product, but you have to pay for very
non-minor upgrades.
Most maintenance agreements include support and very non-major upgrades in
that annual fee, some bundle it as a license fee some don't.

(We can get by with Biztalk Standard, which only supports up to 5 trading
partners, which ran us $4,429 at Buy.com. 6+ trading partners is
"Enterprise" which runs for as little as $21,979 if you search for Biztalk
at www.shopper.com. Considering there's no 15-18% annual maintenance fees
(like most packages require), $21,979 isn't a bad price at all.
