We use Label Matrix.  It includes many retail compliant labels and runs on any 
PC.

I'm pretty sure it would be very easy to use with Access.

We build templates that use a common flat file format.  Our EDI system exports 
the file, and the user just has to print the labels using the specific 
template.  We also have a generic label for the TPs that are less fussy.

I can also send you various labels that are already in production with many 
retailers...
