The load tender is a tender of a load to a carrier, with a particular load date. If the carrier rejects it because of the date, you aren't creating a new tender when you send him another 204 - e.g., it's the same material with the same carrier but a changed date. Now if you said "Bugger it" and tendered the same material with another carrier, that'd be a new 204.
