I agree with your 1st answer, but not the 2nd.
If the LoadTender 204 is answered with a Reply 990 that has a change, then it's
really up to the issuer of the 204 to decide if they want to accept the revised
load.
If I say that I want it delivered next week and you reply saying NO, I'll do it
in 2 weeks, I should be able to reject your revision or reissue the new Load
that you can simply accept.
I would send back a Load Tender Cancel (06?) or a Load Tender Revision (too
lazy to lookup the code).
