It had been nearly 15 years since I'd seen it and then, just last month, it 
showed up again.  Turned out the Customer was sending it because the supplier 
had requested it, long ago and now both sides were struggling to deal with the 
blocked data, when both would have preferred to simply wrap or not and no one 
thought to ask the question, they both just put time and effort into 
maintaining 
an antiquated format "because that's the way we've always done it".

Ask, people, ask.

That is an interesting point. I have always [1] considered the blocking 
of data to be a part of the transport mechanism, and therefore agnostic 
towards the specifications of the actual data which was being moved.

[1] Since it is nearly twenty years since I last encountered blocked 
data this is not a fresh opinion.
