Even if you can take 'some input' and move it to 'some output' and there are no 
"new elements" , there is not necessarily a direct
"this segment/element = that segment/element" cross-reference; nor is there any 
assurance that key applications data are in the same
loop/segment/element located via the same qualifier values.

While many of the transaction sets are "terribly similar" across ANSI versions, 
there must be a reason for using the newer or older
standard. (Ok, so sometimes it's not a good reason).

Maybe you could explain WHAT you are trying to accomplish  and request some 
alternate HOWs instead of being married to one 
particular HOW ("convert the version of the file") ?
