Carl It really depends on what it is you are attempting to do. I have been working with VANs for many many years, and have helped build a couple. What you are looking to do is quite possible - depending, of course, on * exactly* what you are trying to do. For example, if there are organizations that are looking to just outsource EDI, you do not necessarily need to become a VAN. You can simply create a different account on a VAN for each customer you represent. As you may have discovered, there may be more money in the outsourcing of the labor than there is in the moving of the data.
If you actually need to become a full-grade VAN, I would be interested in better understanding the business need for doing so. It is not a difficult thing to create; folks hang a shingle out fairly commonly. The difficulty is being able to get across the threshold of being a mom-and-pop company to a large presence. But then, you haven't said that this is your end goal. Much of what you need to do really depends on the requirements. Requirements give you a better understanding of what the scope of work is. From there, on to design, develop, and deploy. Having done it before, I'd be happy to offer some suggestions. You are welcome to reach out to me privately.
