Part of the compression rules. I do not know if there has been 
re-wording in the last decade, but the rules did not allow you to send a 
field which was all blank or, for numeric fields, all zero. My objection 
to this was that if the field was mandatory there was no way you could 
legitimately send a zero or blank value. In a stock report you might 
genuinely want to indicate a zero stock level, for example. The standard 
did not allow you to distinguish between a missing value and a null 
value: I believe this is also an issue in database design, although I am 
not a database person!
