A fair market rate is what you get when you invite quotes for the same volume 
from the other players in the market.   I expect you will be receiving them 
soon when they read your email but what you should do is solicit them yourself.

Ask other questions, demo the portal tool you will use and get stats about up 
time.  The price is not the only consideration.  4 cents is too expensive when 
the service is unreliable.
