In terms of patch review and general dev discussions, I disagree. I work with a few other projects that have orders of magnitude more email on their dev email lists. To me, edk2-devel seems, if anything, too small. For EDK II, I think we need to encourage more patch review and development discussions on edk2-devel, not splinter it and make it more difficult to find out how to participate in the dev community. Perhaps discussions around MNW2 could grow to be too much for edk2-devel, but at this point I certainly don't think that is the case.
