Some times it is useful to avoid the term percent without a modifier. It 
  sometimes help to distinguish "percentage points" and "percents of". 
this would mean that there was "a 29 percentage point increase" vs x 
increased 29% over what it had been.  This puts some of the context back 
into a statement.

I think it was Paulos (maybe someone else) who called this the "floating 
percent" problem.
