I am responding to your question assuming that you mean design effect as 
it relates to interclass correlation.  There is a treatment of design 
effects in Leslie Kish's book, Statistical Design for Research (1987), 
page 41.  Also, Joop Hox describes it starting on page 5 of his book, 
Multilevel Analysis.  I hope that this helps.
