I think scp works from the command line, but I use the free
www.ssh.com client which does ssh, plus file transfer. Maybe
it's not actually scp that its using. 

On a 2.1.2 server, the client opens both a file xfer window
and a command line window. But with 2.1, only the command
line can open.

It's just an inconvenience, but it would be nice to be able
to enable...

If you enable SSH, you should be able to use SCP w/out
issue.  I'm no
longer running any 2.1; however, I'm fairly certain I've
used SCP with
that version in the past.
