I'm not sure what's the rule here. These .js files are to be parsed by a javascript interpreter, and I can't say for sure that the expected language is the one specified in the charset entity. I'm used to see coding in iso when using javascript, but I'm not sure if that's because a js limitation, an improper charset setting or just lack of knowledge. So, first try the file as is (I think you can test it in phpbrain, for instance), and if you see a wrong encoding, then you have to try another charset. If you take a look, many of the strings (maybe theorically all) of apps under phpgwapi are "ported" as part of phpgwapi, and you can find the strings there.
