1) Make sure the anonymous user (or what you have defined in sitemgr)
has access to sitemgr-link
2) That usually happens when you didn't define correctly the site (you
have to make match the url with the location of sitemgr-site), and the
anonymous user is trying to access something else than the sitemgr-link
app (in this case, I guess it's "home" app).
