Frank McCann was one of the old timers when I joined the agency in 1967. By that time he was the Engineer in Charge of the Portland Office but the EIC did a lot of the journeyman jobs in those smaller offices. When he retired in the late 1970s (or was it the early 1980s) I applied for his job but they had to give it to someone else whose office was being closed and I continued at the San Francisco Office until I retired in 1995.
