The DXCC rule that a ham can operate from multiple locations anywhere in
the lower 48 (for example, San Diego, Seattle, Maine, and Florida) and
combine all of the QSOs for DXCC is ludicrous! Especially since the ham
but can't combine them if he were to move from Detroit across the
river to Windsor, ON.
It makes total sense:
DXCC is measured by entity and has nothing to do with distance. Only the
entity you are operating from. If you live in FL and work Cuba it
counts the same as working Australia.
Canada is a different entity hence your call would legally be K9YC/VE
not K9YC.
