Agreed.  So to help make it clear; what *MUST* be done by EACH (US!) operator on 60M is:

 * figure out the gain/loss for each antenna being used (MODEL it). 
   That gain/loss value times watts is used to
 * adjust the output power for the max/wanted ERP for the band
   *_/SEGMENT/_* in use
 * to stay within the band SEGMENT limits (100 watts ERP for the 4
   channels, else 9.15 watts ERP)
 * AND keep the bandwidth under 2.8 KHz.

Or just run QRP all the time which pretty much sucks for DXers, no significant changes except the 'all-but-US' filter for the EU teams (was out of band) is now gone (IF one can get through on QRP).

This takes effect 30 days AFTER being posted in the Federal Register (wait for it, likely mid-Jan plus/minus holiday latency for posting).  I'm sure SOMEONE will post when it is published. NOT before, the ARRL cops will be checking (another Charlie Foxtrot).

A-Z at 100 watts ERP would have been SO MUCH simpler (what I pushed for); but here we are; complications.

The rule change did not change the upper and lower limits, so nothing to worry about. It is up to you to know the rules and operate accordingly within the band. Personally I program frequency memories with the editor for 60m (channelized channels) for my K3.
That way you can just change channels and no worries.
