This has been kicking around for quite a while. At one time FCC Rules required adding "/R" or "/RPT" to a repeater call after it stopped issuing "WR" for repeater stations. The "out"is that "R" alone is not the way that Russia assigns call signs - they use "R" followed by an alpha. It's a "don't ask, don't tell" situation.
