There's also the simple fact that a given frequency separation at a lower side tone frequency represents a greater percent difference. That is, the difference between a desired 200cps tone and an interfering 250cps tone is 25%. The difference between a desired 450cps tone and a 500cps tone is 11%. That's over a 50% difference in what the operator is asking the brain to discriminate, and that's a significant difference.
