I am not making this up. When I first heard about it, I thought my leg was
being pulled, so I went and checked.

Tradition in Region 2 was that "80 metres" referred to the portion of the 3.5 - 4.0 MHz allocation in which only CW could be used, and "75 metres" to that portion in which 'phone and CW could be used. My first VE licence (Dec 1947) placed the "divide" at 3.800 MHz, but it was moved down to 3.750 MHz a year or two later. Further changes later.
