Sorry for the confusion.

With "XY z", I mean that candidate X is the winner of the
pairwise comparison XY and that the strength of the pairwise
defeat XY is z.

So when I replace "DE 19" by "DE 10" then I mean that some
voters rank candidate D lower relatively to candidate E,
so that the fact that the winner is changed to candidate D
is a violation of mono-raise.
