I read something similar when promoting non-geographical districts on fair vote
canada's billboard. The main point of the author (Daniel if I remember) was that if ecologist were allowed to regroup they would be able to gather enough support and get some representation. Although this comes from a good intent, it can easily be exploited by organized groups. If the systems allows voters to choose their district but still is not a proportional system, any political group will try to get just above half of the voters of any district. So the fastest to get registered in some districts and the more able to count their supporters will benefit of such a system. Losers will be the last voters to register or the randomly assigned at the end of the process to fill all districts or precincts equally... Good target, bad mean. Steph. "Michael A.
