The below might be used for legislative body elections if the technology for 
having the voters make additional choices (1, 2, etc.) is not available.

The N members of each legislative body shall be elected, as follows--

1. Each elector may vote for one candidate.

2. Each candidate [having the lowest number of original plus transferred 
votes shall lose and] may transfer in writing some or all of the original 
plus transferred votes that he/she receives to one or more candidates [in any 
district].

3. [(a)] The N candidates having the highest number of votes X hours after 
the original votes for each candidate are reported shall be elected. 
[(b) Any remaining candidates may transfer in writing their votes to one or 
more of such elected candidates within an additional Z hours].

4. Each elected candidate shall have a voting power in the legislative body 
equal to the number of original plus transferred votes that he/she finally 
receives.

The Droop Quota is 1 + (Total Votes/ (Total Seats + 1))

Any candidate getting a Droop Quota of votes would be elected.

Candidates having more than a Droop Quota might transfer the excess votes to 
another candidate of their party or an allied party.

If all of the candidates of a party could not get a Droop Quota, then they 
might transfer their votes to an allied party.
