No, I mean total votes - including non-delegated approval from voters, delegated bullet votes from voters, and assigned delegated votes from other candidates. Yes, these totals increase as the "game" is played, so "descending order" is a bit of a misnomer; perhaps I should say "the next player is always the candidate with the highest current votes". JQ
