Luis I tested on Ubuntu 10/Java1.6 with 3D and it should work if you are using the latest jarfiles dowloaded from GNU/Staticfreesoftware

If you don't see the 3D tab displaying the different layers, check the Java3D installation on your computer. That is the first sign that Electric is not finding Java3D via reflection. - If you get the 3D preferences, run Electric with the flat "-debug" (java -classpath "electricBinary-9.02.jar:electricSFS-9.02.jar" com.sun.electric.Launcher -debug).
