See on p. 1 of ElectricManual.pdf that the Electric version is 6.08.

As known from the Electric download page [ https://www.staticfreesoft.com/productsFree.html ], there was an older "C" version.

The "C" source code for electric-6.08.tar.gz is at [ http://ftp.gnu.org/pub/gnu/electric/ ].

I don't know what happened to the SDF.  Maybe in the JAVA version it became "Restore Waveform Window Configuration from Disk..." [ https://www.staticfreesoft.com/jmanual/mchap04-11.html ].  Though, Steve can probably better comment on that.

I do not know in detail either what information is needed.  Maybe the following references can help:

Yet I do NOT see this menu in my Electric 9.0.7

With the sources pointed out it's not a big deal to code wrapper or
even translate
C code to Java.

Yet I do not have any idea which information from jelib must be used
for writing synopsys liberty file or howto create it with ALS/SPICE
and validate the generated info to be enougth to import Electric
GDS+.lib into Cadence genus/innovus..


.lib format parser may be implemented using
