Okay, if Electric no longer runs at all, then there is a problem on your computer that is deeper than simple Electric functionality. Here are some possible things to do:

(1) Reboot.

(2) Re-download Electric in case the binary has become corrupted.

(3) Re-install Java in case that is the problem.

(4) This may be the problem if you set preferences in Electric that were dangerous: Wipe out Electric's preferences in:

        HKEY_CURRENT_USER / Software / JavaSoft / Prefs / com / sun / electric

    You're still not making it clear what is going on. Here are some
    steps you can perform to describe more clearly:

    (1) Double-click the application. Does it start up? If not, is
    there an error on the screen? Would it help to reboot the
    computer? Explain PRECISELY what you do and what you see.

    (2) When Electric starts, it does NOT read the .jelib files
    automatically, so whether or not you've deleted them is irrelevant
    at this point. Assuming the program starts and you still have the
    .jelib file, use the File/Open command to read it back in. Report
    any error messages you see.

    (3) If the original .jelib is missing and the program is running,
    can you reproduce the errors you had before? If so, explain IN
    PRECISE DETAIL exactly every step you took to make this problem
    happen.

        If you want to check that Electric on your system is opening
        a past saved layout.  The tutorial_1.jelib, used in the
        screenshot I previously sent, I downloaded from the webpage
        at [1].

        I recorded a video of opening R_divider{lay}, if you would
        like to watch it.  The video should be at [2].  It was
        recorded using the Snipping Tool on Windows 11 [3].
