Ok, I did not check the source for 4.01 :)

But I suggest you try comment-dwim.

Arg; I just realized I put comment-dwim in the 5.0.1 menu, but not the
keymap!

I'll use:

(define-key ada-mode-map "\C-c;"    'comment-dwim)

You can then add:

(define-key ada-mode-map "\C-c:"    'comment-dwim)

and it will do The Right Thing (most of the time, anyway :).
