Because it is current USA law position (GNU s under USA
jurisdiction). More specifically, it is USA law position on 100%
AI-generated content. When the AI-generated content is modified, things
get more tricky and not fully clear.

     Copyright does not extend to purely AI-generated material, or material 
where there
     is insufficient human control over the expressive elements.
     
     Whether human contributions to AI-generated outputs are sufficient to 
constitute
     authorship must be analyzed on a case-by-case basis.

Some other countries have different policies, but GNU is mainly
concerned about the USA.
