And I didn't want to set that variable in the environment globally, because I was afraid it would screw up other programs (I can't remember which programs, exactly, but I suspect I may have been thinking of Cygwin). And since I prefer coding in Emacs Lisp to writing Windows batch files, I chose to set the variable in elisp, rather than writing a batch file wrapper for Emacs that first sets HOME and then invokes Emacs.
