I had been kind of hoping to avoid this issue for a while, but now that Francesco said that rcp.el should be able to use *both* rcp *and* scp, the whole thing is getting a little more pressing. Hmpf. I still don't know exactly what to do (should URLs be the only syntax? should URLs be the preferred syntax? the secondary syntax?), though.
