I believe it's the separator between the DECNET host name and the path.
Something like

    MYHOST::SYS$DISK2:[SOME.DIRECTORY.PATH]EMACS.EXE;1

(This is almost certainly incorrect at some level.  I haven't used a VMS
machine regularly for over 15 years.)
