I personally find Eudora's feature of de/increasing quote level to be invaluable. Together with TextSOAP (gah! a plugin! noooooooooo!), I can effectively re-form and prettify pretty much anything that comes my way.
And while we're talking about wrapping, pointing to the RFC for format=flowed might be handy:
