You this really isn't as bad as you make out. I don't think anyone's saying that Letters out-of-the-box would require you to write your own "account" rule, or a "reply" rule, but being able to work off of shipped templates and make your own "handlers" is a great thing. Instead of a large pool of rules, you have handlers attached to specific accounts or folders. "On Reply...", etc. User-made rules have the same abilities and access as the native functions
