I've had this happen a few times. Usually after an OS X update. 
Boot into Mac OS 9, then run the Software update panel at least twice 
(may need to reboot in the mmiddle). 

My theory is that OSX gets updated & no longer recognzes the OS9 anymore. 
Sometimes just booting into OS9 fixes it, sometimess you need an OS9 
update or desktop rebuild.
