Yes I agree the modem connections are slower in OSX than in OS 9 or 
anything earlier.
Also in Jaguar my Internet Connect window displays "modem connect speed 
not available"
whereas in 10.1 I was getting 28k or 33k or whatever. Perhaps thats an 
area Apple havn't optimised yet.

I tried the OS 9 modem script and a few others but no change.
