I had some problems with a totally good CE 2.0v3 full installer. It installs great on Mac OS 8.5 & lower, (or something like that), but on higher Mac OS it can't complete an install without getting a error that stops the process. I solved that by installing in on an older Mac, then using Stuffit to archive the fresh CE folder, and "Claris" folder that goes in the System folder.
It sounds like you've solved the problem, but if not, give that a try, or give me a shout & I'll hunt up my fresh-frozen archived parts.
