According to At&t WorldNet tech support, my problems using CE w/cable is function of CE not being SSL compatible.
Apparently that's not a problem w/dialup - and that would explain why CE works w/At&t WorldNet using dialup, but not via cable. Would use of Baton Mail cure the problem created by the fact that CE is not a SSL Client? Any other ideas?
