Earthlink owns (or at least owned) a HUGE dialup network. They used to sublease it to other providers it was so big. Earthlink DSL works like all other DSL, there are only a handful of "last mile" providers, everyone else (including Earthlink) subleases from them. What does that mean? That means Earthlink had control over who was on their dialup network and what IP addresses were used. But when it comes to DSL, they have no real way of knowing who is using which IP addresses (at least no easy way), so they won't IP Authenticate for DSL because too many of the IPs will be shared among multiple ISPs.
