Spam has just gotten to the point where I am trying to do some
filtering, but I must be doing something wrong with Mail Actions
in trying to set it up.  Any advice will be appreciated!

I set up a "Spam" folder.

The way I have it set up, virtually all the spam is going into
the "Spam" folder, but so is a lot of my good mail which should
be going into the "In" folder.

I set up two Mail Actions - 1) Pass, 2) Spam, in that order.

In the "Pass" I put all the good emails which I was finding
in the "Spam" folder.  Example:  my daily email "Today's
Headlines" from the New York Times was landing in the "Spam"
folder.  So I put it in the "Pass" action, trying several ways
such as Subject Contains "Today's Headlines" - if true Apply
actions, if false Go to next line.  I tried other things with
"From" etc. which are true for this email, but the email still 
keeps landing in my Spam folder.

All the entries in the "Pass" action say if true Apply actions, 
if false Go to next line.  Except that the last entry says if
true Apply actions, if false Don't apply actions.

The Action for Pass is:  File the message in "In" box.

I thought that "Pass" would be acted on first, and that
everything in "Pass" would go into the "In" box, but it doesn't
work, at least not in many of the cases.

For the "Spam" action I made a list of now about 180 things
which I found common to spams, and it must be pretty good
because it is rare that a spam lands in my "In" box.  When one
does, I analyze it and find something about it which I put into 
the Action to further refine the Action.

The Action for "Spam" is:  File the message in "Spam."

All the entries in the "Spam" action say if true Apply actions, 
if false Go to next line.  Except that the last entry says if
true Apply actions, if false Don't apply actions.

I thought that "Pass" should go first because some of the good
emails might contain things which, if allowed to go thru the
"Spam" Action, might land them in the "Spam" folder.  But many
of them go there anyway, even though Pass is the first Action.

So the question is:  Why isn't the "Pass" action working when
the "Spam" action is working so well?  There must be some flaw
in my reasoning.  If you can throw some light on this, it will
be greatly appreciated.
