Open your Pass mail action, look at the bottom of the screen, there should be a check box marked "Stop mail actions if criteria are met". Make sure that box is checked off. If that box is checked, then if any of the Pass actions are met, the mail will no longer be processed by additional mail actions. If that box is unchecked, then after the Pass mail action is complete, Emailer will move to the next mail action and perform those actions on it.
