That must be it, Chris!  I have that box unchecked.  I figured that
Emailer runs the whole bunch thru the first Action, and for those
emails where the conditions are met, they never go thru the second Action.

time, and it must do the thing which is specified in the LAST Action that 
it goes thru regardless of what the previous Actions say (unless you have 
that box checked).

Anyway, I am checking that box right now and will report on the results.
If it works the way you say, my filter should be near perfect.
