No, they remain wherever you have directed them to go.  I have two 
folders that I keep on my harddrive - one called Attachments, which 
stores email attachments and one called Downloads, which stores browser 
downloads.

Every day I go through my CE Deleted folder and select those mails that 
have an attachment, indicated by the little paper clip.  Then I run Trash 
messages and attachments on the selected mail.  (If there are too many it 
sometimes causes a hang or crash, so I usually do it in batches of 
3...)Then I manually delete the contents of the folder once I have 
checked for desirable items.

Then, every now and then I clear out the Attachments folder too - it 
usually contains attachments from people in my address book, but if there 
is a suspicious looking .gif, I make sure not to open it but delete it 
directly in case it is part of one of those fishing mails looking to see 
which addresses are live.

Not sure if there is an more efficient way of dealing with it all - my 
ISP gets alot of it but there is more and more every day!
