All the dreck stays there until you dispose of it... unless you're using 
Howard Bornstein's Emailer Cleanup. Once installed you point it to Claris 
Emailer->Claris Emailer Files->Downloads files in your Applications 
folder, and tell it which downloaded file types (Enclosed.html, .vcf, 
.exe, .gif, etc) up to 12 (I think)you want deleted.

After that when you want the deletions to take place you invoke Emailer 
Cleanup (I have it opened in the Dock but "hidden"), click on the "Clean 
Now" button, and the deed is done. You can also set it to clean at 
specified frequencies (Minute, 10 Minutes, Hour, Day) and whether you 
want them deleted directly or moved to the Trash.

Mine says it has cleaned 2012 files since the last time I "cleared" it.
