Gosh this is strange to me.
I live in a small city of 46,000 and surround County pop. is 86,000
with the nearest big city Indianapolis only 60 miles south. We use
Insight DSL and I'm perfectly happy with the time it takes to download
large files. It is very fast. So I'm not sure why you would have a
problem with competing services such as Earthlink. I use Safari
browser and Apple Mail since I do not own the computer and cannot use
CE.
