Importing mail from Claris Emailer into Outlook Express in OS 9 required both Claris Emailer and Outlook Express to both run. In OS 9, I moved from Claris Emailer to Outlook Express a long time ago. Most of my reasons were related to needing easy ways to send mail from various ASMTP accounts. That is quite difficult to do in Claris Emailer, and easy to do in Outlook Express. In OS 10.4.8, on an Intel Mac, importing mail from Outlook Express into Entourage was easy. It did not require Outlook Express to run, which is good, since Outlook Express (OS 9) can not run on an Intel Mac. I'm not sure if Entourage on OS X needs Claris Emailer to run. If it does require a running Claris Emailer (which can not happen on an Intel Mac), then you would take the intermediate route: OS 9: Import Claris Emailer into Outlook Express.
