Unless it is different for Europe, here in the USA, both UPS and
FedEx accounts are free. You just go to their web site and register
for one. I believe both require you to put a credit card on file to
charge any shipping charges to. But there are no fees for just having
the account, if you never use it, you will never pay anything to them.
